Draft: Install seiscomp

Peter Evans requested to merge geofon/itc-seis-box-2020:install-seiscomp into master

Getting the SeisComP files involves:

  1. Deciding what version (OS, architecture) to download.
  2. Getting this from the web site, along with the maps and documentation files.
  3. Un-tarring, into $HOME/seiscomp
  4. Installing dependencies; SC has the scripts under $SEISCOMP_ROOT/share/deps to do this.

This merge request is UNTESTED. Who has a clean virtual machine to try it?
