Hazard Testing functions (Part 1)

First commit of code to implement PSHA Testing metrics, including:

  1. Counting of exceedances
  2. Log-likelihood (Albarello & D'Amico)
  3. Mak & Schorlemmer Type 4 Cuves - Number of sites exceeding hazard level vs hazard level
