Included Dockerfile

This repo is meant to grab the obmgapanalysis and install it on a working docker image so a consistent results are obtained. I would also like to use this MR to solve some issues and learn a bit more of Docker.

So far I am running it but I get some installation problems (PEP 517) that don't happen on the CI of the main repository. Could it be that it is necessary to create a virtual environment here as well?
