Restructure and add directories for engines and reverseproxy

• Moved the tiles example setup into tiles directory
• Added an engines directory with a dummy README.rst and the docker-compose.yml from the test directory of the-engine.
• Added a reverseproxy directory` in preparation to have web access to the example map of the tiles and potential web interface of the engines orchestrator rabbitmq.
