Resolve "The HeightAndFloorspaceRule should use the checks implemented in taxonomy-lib to validate building height information"

This MR foucs on adding neccessary validation in the rule, also involves some discussion such as the naming of floorspace , the factor of net floor area (#17 (closed)), and the best estimation of float stories values (see #41 (closed)).
