Closes the step Add readme in # 11
The README.md file should always be updated as the project proceeds, but in this merge request, a small README.md is created to know the purpose of the whole repository and the date of the Taiwan exposure data download for which the (LICENSE)[data_LICENSE] is available in the repository.
