Implement the new database schema to be compatible with loss calculator, the Taiwan project and the overall GDE

As described in the issue https://git.gfz-potsdam.de/dynamicexposure/collaboration/-/issues/434, the exposure-lib should serve as an SQLite (Spatialite) version of the GDE database to enable us to distribute easily small database extracts and as basis for the damage database to be used in LOKI.
