Add function to retrieve `quadkey` for of building

In the preprocessor of loss-calculator, we need to create entities for buildings for which only the building_id is known during the parsing of the exposure files. Thus, the quadkey needs to be retrieved from the Building table which is imported before the assets are imported and which contains the quadkey for each building.
