Updated BuildingNumber with total values for earlier unidentified values

Simantini Shinde requested to merge feature/update_total_basement_presence into commercial_aem

Now that the mixmatch of the total between the basement presence and construction material is fixed. We can replace the Unidentified values with total values for both these parameters.
