Dropped rows with total for basement presence

Simantini Shinde requested to merge feature/drop_rows_with_total_basement_presence into commercial_aem

Now that we have added a new basement presence type difference, we now delete the row which had the total values for the basement presence. Since now they are not applied anymore.
