[Hotfix] Tiles with no built area size are assigned reference features

Tiles with no built area size are assigned reference features with 0 buildings, 0 structural value and 0 population. This results in errors in the exposure-finalizer. If these tiles do not get reference features assigned, the finalizer will use the country assets and the error will be resolved.
