Made sure GHSL can be accessed through webserver

Felix Delattre requested to merge feature/access-perms-ghsl into master

The unzipped GHSL files have set their permissions to allow them to be only readable for the owner. However the webserver that runs on https://datasources.dynamicexposure.org is executed with a different user. This MR adjusts the file permissions of the GHSL data.
