Added fix to prevent crash after pygeos-0.13 update
After updating pygeos to version 0.13, the Discretizer crashes on empty waterbody dataframes. This issue remained unnoticed in previous versions. This MR fixes the cause of the issue in-code.
Please ignore the pipeline error, the fix is already in !35 (merged)
