Feature/end to almost end workflow
This combines the functions to create the multi-resolution quad-grid (of quadkeys), the tile-grid (for the db import) and the import and export of processed data to files in the Discretizer. It adds a slight refactoring of how the app internally stores and returns vector-data to ease passing around data-objects to other classes. Also adds a new end-to-end job to the CI that is to ensure the Discretizer smoothly runs from start to finish.
