Added docker compose file

Karsten Prehn requested to merge feature/docker-compose-file into main

docker-compose.yml file to run both Dockerfile, with example command section to download and import inland waterbodies for an example region and then run the Discretizer on that region.

Can be started with docker-compose up command.
