EPIC: Implement deaggregation of tiles

Implement the SQL queries to deaggregate level-1 Quadkeys to level-18. Any time there is built area, the Quadkeys get deaggregated until the maximum resolution is achieved

Coming issues will be on:

  • Create structure of the deaggregation class (#3 (closed))
  • Implement SQL functions on Quadkeys
  • Implement SQL functions on creating necessary tables
  • Calculating the intersection between the vector layer and Quadkeys of zoom-level X inside parent Quadkey Y
  • Multiprocessing
