Improving the timing quality of the Cube data logger.

Improves the timing quality of Cube data loggers operating in the (recommended/default) linear phase FIR mode. (Setting A_PHASE=0 in the configuration file.)

The changes improve the timing for all Cube related programs in the GIPPtools collection. The handling of miniSEED or other file formats is not affected.
