Disable WV first guess retrieval of SICOR

This temporarily disables the pixel-wise water vapor first guess retrieval implemented in SICOR as suggested by @nbohn in #90 (closed). Instead, the scene average water vapor value is used which is read from the image metadata.

This should also fix #92 (closed) for now where the first guess WV retrieval fails.
