Create the tables to store metadata and for bookkeeping the computations

The database needs a table for metadata in which key-value pairs can be stored. Also, a table storing the key data of computations (full computations of probability distributions for each station and the grid of event-detection probabilities and completeness). This step should include the respective functions to store an retrieve the data and the respective tests.
