Create the table for stations and the interface function to import stations
The basic database class needs to be implemented. The database functions will be implemented together with the completeness codes in pmclib.py.
This step here should include the table for station data and the respective functions to insert station data to this table. Also, a first test about inserting station data should be implemented.
