Editing of scales in Sea Level Curve and Time scale

Editing of height limits, min and max height is now possible. Annotated ticks in right bar, are not reset everytime, so seems a bit buggy.

Editing of limits in Time scale is not possible. Here only the number of segments can be changed, which is not necessary as the segments are not transferred to SLI Time Histogram.
