Restoring the basic functionality of the previous OBM including raster-tile display of all layers and working updater to keep the building database up-to-date. Not included are all exposure-indicator computations which will be handled by the engine. The restored OBM should be able to deliver up-to-date "all buildings" layer for MapSwipe and, if possible, the ground area, number of stories, and floor space for each building.
