New taxonomy extension for the new version of occupancy

Considering the GEM has extended new tags in v3.2.1 and v3.3, we can take new tags for the new version of occupancy as well. Open another issue Collab #651 for the version 5 of occupancy taxonomy.

The new changes in occupancy rule are based on the v5_occupancy.

  1. Add and alter the occupancy types, include new class like TRA, MED, add modifiers for the number of dwellings, expand the sub-category-1 to sub-category-2.
  2. Change the mixture approach and remove the overriding rules: The new approach for the mixed occupancy string is proposed during the discussion of new version of occupancy, see details in the thread of Collab #651. The original mixed occupancies are MIX1-MIX6, overriding occupancies also play roles when the multiple types found. New formatting of mixed type is a string like MIX(...): MIX(RES-COM2).
  3. Add new modifier as NOC to indicate the building is no longer in use, it works as the wrapper NOC(...).
