Create a rule that gets the construction date from cadaster data for Tabula dataset.

Create a rabotnik rule that gets the construction date of a building from the cadaster data in the source database. So far the data comes from the Spanish cadaster, which is openly accessible to Spanish citizens. The goal would be to eventually include data from any country where it is available and a useful complement to other sources.
