Change the processing of the `stories` rule to a `height` GEM Taxonomy tag

As described in the issue https://git.gfz-potsdam.de/globaldynamicexposure/collaboration/-/issues/606, we want to provide instead of number of stories in the building table, the height tag as defined in the GEM Taxonomy. The priority is given to the building:levels item from OSM and all the corresponding tags that are defined here: https://wiki.openstreetmap.org/wiki/Key:building:levels. After that, if the building:height is available from OSM, we use this value with the HHT tag from the GEM Taxonomy. If nothing is available in OpenStreetMap, we use the GHSL type and use the mapping defined in globaldynamicexposure/collaboration#606.
