Added CSV files mapping between OSM tags and GEM Taxonomy occupancy strings

  • building_and_PoIs_tags.csv: mapping between OSM tags associated with buildings and/or points of interest and GEM Taxonomy occupancy strings.
  • landuse_tags.csv: mapping between OSM tags associated with land uses and GEM Taxonomy occupancy strings.
  • GEM_taxonomy_strings.csv: list of all possible GEM Taxonomy occupancy strings.
  • overriding_occupancies.csv: GEM Taxonomy occupancy strings that override (take prevalence over) other strings.

I am not sure of what the best location for these files is. Right now they are under docs/rules/occupancy, but these are not really documentation and are meant to be used by the code for it to be able to run. I am happy to move them somewhere more appropriate.
