Create a spearhead instance for rabotnik-tiles

Currently, spearhead only looks at AugmentedDiffs and sends osm_ids to rabotnikobm. We want to check for updates on the OBM buildings database and send all quadkeys that have been updated to rabotniktiles. For this, spearhead needs to be refactored.
