First implementation of GapCom processor

In this merge request the following things are addressed:

  • Implement quadkey processing functionality for gapcom (get higher resolution quadkey compared to lower resolution; intersect quadkeys of different resolutions in a database)
  • Implement communication with ObmGapAnalysis
  • Write documentation for GapCom
