Change 00019_add_view_tile_best_estimate.sql to prioritize osm completeness over ghsl

The view 00019_add_view_tile_best_estimate.sql is meant to deliver the completeness of a tile. It is currently based on ghsl, but if that is the case, many tiles are wrongly marked as incomplete even if they are osm complete, which is more relevant for cleaning virtual buildings during the exposurefinalizer.
