Make the preprocessor being able to handle quadtree-tile geometries

The preprocessor uses 10-arcsec grid cells as geometries. The Coquimbo model is already based on Quadtree tiles. The preprocessor needs a command-line option to select either the 10-arcsec cells or the Quadtree tiles and the code to create the tile geometry from the Quadkey.
