Implement occupancy translation for HAZUS taxonomy strings to the GEM taxonomy

As described in globaldynamicexposure/exposure-finalizer#50 (closed), the occupancy of the HAZUS taxonomy strings needs to be translated to the GEM taxonomy definition according to this table:

At this point in time we will implement the translation to the GEM taxonomy, not the GDE extensions.
