Add the capability to process the occupancy type `NONRES` for New Zealand

The exposure data for the New Zealand part of the Global Exposure Model contains only files for residential and non-residential occupancy. The tag for the non-residential occupancy is NONRES and is not in accordance with the GEM Taxonomy. However, in order to be able to process the New Zealand model, we need to introduce this tag in the occupancy section.
