Change Source ID filter into Source Name filter

After discussion, it was determined that the use of a source ID would require a place where the id's and the source they represented would need to be documented. This would need to be somewhere easily found by any external party interested in creating a merge request or working with our code. Instead, the direct use of the source name in the rule can avoid the extra step, without adding much more bulk to the rule filter.
