Reading full SERA files not specified in SERA_mapping_admin_units_to_cells.py

In https://gitext.gfz-potsdam.de/dynamicexposure/globaldynamicexposure/gde_calculations_prototype/-/blob/master/SERA_mapping_admin_units_to_cells.py#L70, full_files = True is missing as an input parameter of gdet_sera.get_admin_level_definition(). So far this script has only been run using the OQ-version of the SERa files, to which the default full_files = False applies. Need to check whether this is occurring in some other script too.
