Function get_area_polygon_on_Earth does not work properly

Fix get_area_polygon_on_Earth (in GDE_TOOLS_world_grid.py) as per https://git.gfz-potsdam.de/dynamicexposure/openbuildingmap/obmgapanalysis/-/blob/master/obmgapanalysis/tileprocessor.py#L174.
