Currently, we have the `import_from_postgis` and the `import_tile_exposure_from_postgis`. The latter currently cannot handle a bounding box as a region-defining parameter. It seems useful to me to merge the second function into the first and provide all possible options to a user. This will also reduce some duplicate code. \rfc @tara @shinde @laurens
