Member variable `tile_table` of PostGISExposure should not refer to `tile_best_estimate`

A second member variable is needed so that either the tile_best_estimate view can be used (table Tile in SpatiaLiteExposure) but also the table obm_tiles directly (again table Tile in SpatiaLiteExposure).
