Move the creation of the reference tables for the exposure model from the distributor to the exposure-lib

The tables for the reference exposure model (EntityReference, AssetReference, and AssetCountry) should be created in exposure-lib and not in the distributor so that they will be created at the initialization. They also should be handled by the exposure-lib.
