[BUG] copy_from_database() requires there to be TABULA type taxonomies, which are not present in non ESRM20 databases

The function copy_from_database() requires there to be both categories of taxonomies in the taxonomies table, TABULA and GEM types. This is true even for countries that are not in Europe or part of TABULA. The 26.01 database will not be using any ESRM20 models and therefore no TABULA. so this needs to be fixed in order to export anything from that db.
