Add scaling factor applied for GHSL built area to constants.py

Tile completeness is evaluated by comparing the built area of all buildings within the tile against the GHSL baseline built-up area scaled by this factor. This constant scaling factor will be used in Rabotnik rule for upserting tile to database.
