[Bug] District asset should contain average floorspace & building python package needs a different command using Python-alpine

This issue is about two bugs:

• The insert_district_assets() function should also insert the average floorspace
• The python packages are not built anymore, because we now are using Python-alpine (smaller) instead of other python docker images as base. Here we need to use apk instead of apt-get.
