[Hotfix]: Temporarily use Setuptools<8.0.0 until issues are resolved with flake8

See problem: https://github.com/pypa/setuptools_scm/issues/932

Version 8.0 is out since a few days. Our last successful pipeline used version 7.X, therefore I suggest we use anything below v8 until the problems are resolved
