Wrong population numbers and total structural values in the 23.07 release
As described in https://git.gfz-potsdam.de/globaldynamicexposure/collaboration/-/issues/578, the population numbers as well as the total structural values per country are in general much higher than in the source models (with factors of up to 10). This requires a calibration to the values in the source models or to other data sources (e.g. Wikipedia).
Therefore, Finalizer will calibrate the values structural

of every asset after processing the entire country. One of the values needed for this calibration is the total structural value of the source models that is known during the Initializer process. Likewise the total population can be used for the calibration. Therefore, Initializer needs to:
- Sum up the total population and total structural value over all assets during the import procedure
- Store these values in a to-be-introduced table in the database
