Check if entities exist for the country/territory being processed to possibly skip their deletion

If no entities yet exist in the database for the country/territory being processed, Finalizer should skip their deletion to save processing time. For this, a function needs to be implemented in exposure-lib, see globaldynamicexposure/libraries/exposure-lib#136 (closed).
