Uploaded the wrapper_cell_by_cell.py to check the argparsing section
The file "wrapper_cell_by_cell.py" is uploaded for a review on the argument parsing section. This function gets the exposure path, reads it and then separates it into 10-arcsec tiles for a tile by tile damage calculation. This file may later be separated into 2 parts and further modified.
