Delete unusefull functions
There is no more any need to the functions damagecalculator_tile_version.py and add_cellids_to_OBM_exposure_files.py after modifying the calculator to work asset-by-asset and with augmented exposure model input files.
However, these functions are in still available in the branch Tile-by-tile_damagecalculator but can be deleted from the masters branch.
