Resolve "Ensure unique entries in DamageState and DamageMethod tables" (!21) · Merge requests · Global Dynamic Exposure / Libraries / exposure-lib

Implement the necessary constraints for the tables and make the insert functions return the id of the entries.

Also added a function to add a minimal damage assessment to the damage database.
