[Bug] Taxonomies without height tag cause the asset filtering to crash

The asset filtering assumes that all taxonomies contain an entry for height of the building (true for ESRM20). In Vietnam, we have taxonomies without this tag. The Finalizer should process these taxonomies correctly and keep them in the filtered dataset.
