Added initial files from betty example repository.
Also added the main program file, named bpundary_comparator.py which is as of now empty, but will read an exposure file, copies over both GADM and OSM boundaries to the exposure file, then counts the total number of buildings in each boundary district for both GADM and OSM boundaries.
